The government has announced that the restrictions imposed by the state of alarm declared on 14 March will soon be relaxed.
Hairdressers will be able to open, bars will be able to open, terraces… or not.
The truth is that, for the moment, no regulation has been published in the Official State Gazette. We do not rule out that it will be published at any time during the weekend, probably on Sunday.
The national government has not yet published any regulation on “de-escalation”. Press conferences are not a source of law.

- Royal Decree 493/2020, which establishes the definition of the metre, kilometre and other units of measurement.
- Royal Decree-Law 16/2020, of 28 April, on procedural and organisational measures to deal with COVID-19 in the field of the Administration of Justice (RDL 16/2020).
- The title of RDL 16/2020 would lead one to think that it only affects Justice, but: specifically, with regard to the moratorium on renting a permanent residence, it extends the deadlines in some of the circumstances (fourth final provision).
- The rest of the RDL is an amalgam of modifications related to Justice (August authorisation, modifications of deadlines, bankruptcy matters…) that our lawyers have already studied in order to apply them to each case as appropriate.
The Barcelona City Council has announced a €300 grant but has not yet published the regulations in this regard. The Generalitat de Catalunya has also published a grant of €200 in a lump sum for employees affected by an ERTE or redundancy, and for self-employed workers who have ceased their activity or have seen a drastic reduction in their turnover. This aid can be applied for from today, and each family unit will be entitled to a single benefit.
The procedure is online and is designed to be carried out by the interested party. It is necessary to have the idCAT, which can be applied for online in the same procedure.
Finally, the Generalitat de Catalunya has published today the increase of the Inheritance Tax rates. Inheriting from tomorrow will be significantly more expensive than today.
